Convict Nabbed For Deadly Shooting In Front Of School In Lancaster, Police Say (Update)

A 68-year-old man was shot dead outside of an elementary school on Monday, May 1, 2023, and his alleged killer was caught on Wednesday, May 3, 2023, authorities say.

Israel Lugo, of Lancaster, died of multiple gunshot wounds and his manner of death has been ruled a homicide, according to the Lancaster County Coroner's Office.

Edwin Ulysses Concepcion, a 22-year-old convict who completed six months of probation for driving under the influence on April 20, 2023, was identified as the suspected kill of Lugo on Tuesday, May 2, Lancaster City Bureau of Police announced the following day. 

A search of his home in the 300 block of South Queen Street "yielded a handgun with an obliterated serial number," which was added to his list of charges prior to his preliminary arraignment before Magisterial District Judge Stuart J. Mylin at 7:30 a.m. on May 3, 2023, court records show. 

The shooting happened in the first block of West New Street in front of Thomas Wharton Elementary School while school was in session at 2:02 p.m., according to police and public information about the school.

Officers secured the scene as Emergency Medical Services arrived and transported Lugo to an area hospital where he died from his injuries, according to the police. 

Concepcion has been charged with the following felons according to his latest court docket:

  • Criminal Homicide.
  • Possession Of Firearm Prohibited.
  • Firearms Not To Be Carried Without A License.
  • Posses Firearm With Manufacturer Number Altered, Etc.

His preliminary hearing has been set before Magisterial District Judge Bruce A. Roth on May 15 at 9 a.m., court records show.
